Yeah, that sounds like perimenopause. 40 is on the youngish side for it, but women who get their tubes tied tend to go through menopause a couple years earlier than average. And perimenopause can last as long as 10 years. If you want you can start taking birth control pills to make your periods even and maybe ease the PMS.
