If al-Qaeda attacked a US military target and killed civilians in the process,would they be collateral damage?

Why is it that Iraqi & Afghan civilians killed by the USA are 'collateral damage' (even when they are deliberately targeted), yet US military personnel and civilians killed by al-Qaeda etc are victims of terrorism? Should the USA's motto be "Give me hypocrisy or give me death"?
